Guards disabled by default again in yew, cove, minoc, and vesper

Provoking update - please give feedback on mobs too hard or easy, or players trying to go from 0 to 100 skill and having difficulty.

Parry update - now more effective against ranged weapons

Lootpack update - increased magic drops

Dragons update - now have better loot

Added framework for spellcast delay/fastcast but not enabled

Tightened spell damages

Increased chance to hit slightly

Houses will now be condemned to collapse (become non-refreshable) if the owners account has not logged in for 120+ days.

-Guards bug fixed, you will no longer be able to call guards on someone who is outside of a guarded region (even when your target recalls).

-You will no longer be able to count players multiple times for a single murder.

Mainly a 'fix' patch and a few utilities for staff members but also includes:

Fixes
Fixed temp statloss bug
Fixed tournament bug
Fixed plaguebeast loot table

Changes
Made a few resources lighter to carry
Slightly increased chance to hit with weapons slightly
FootStool removed

-New staff commands added

FIXES
-Fixed bug that would not allow ghosts to see staff members
-You may not start or join a duel if in any facet besides Felucca
-Guards will no longer summon outside of a guarded region

CHANGES
-Increased 'natural' (naked) defenses closer to leather levels
-Tweaked house prices
-House deeds will now be newbied (but not blessed)
-Took out criminal check from recall but left in heat of battle


-Setting the BattleGrounds property on RegionControl will now block temp statloss on death.
-Setting the BattleGrounds property on RegionControl will now block murder counts.
